Agartala, January 12, 2019: The Central Government has granted one-time relaxation of requirement of the minimum qualification for recruitment of teachers. The relaxation will allow candidates to appear in TET without B.Ed/DL Ed. This will pave way for filling up 12,222 vacancies in teachers’ recruitment.

A notification issued by the MoHRD said, “The Central Government hereby grants relaxation to the State of ‘Tripura in respect. of the minimum teacher qualification norms notified by theNCTE as amended from lime to time, in so far as they relate to classes I to VIII, namely:— two-year Diploma in Elementary Education (by whatever name known) for appointment of a teacher in classes I-V; and one-year Bachelors in Education (B. Ed) for appointment of a teacher in classes VI to VIII”.

Under Secretary to the Government of India, Alok Jawahar stated this in a letter dated January 10 last to the Principal secretary of the State School Education department.

It said, the Central Government has granted relaxation to the State of Tripura, vide notification S.O. 84(E) dated 4th January, 2019, which was published in the Gazette of India on 7th January, 2019”.

The notification also stated, the following persons shall also be eligible for appearing in the TET conducted by the State Government of Tripura in respect of teacher appointments made in the State for a period of two year, two months and seventeen days, namely – Senior Secondary (or equivalent) with at least fifty per cent marks, for classes I to V; or Graduation, for classes I to VIII.

The notification came up with a rider that the relaxation would be valid for a period up to 2 year, 2 months and 17 days which is left over period out of specified 5 years. The relaxation notification is also subject to several other conditions like “the State Government will work out the exact requirements of teachers after redeployment/ rationalisation based on the location/topography/enrolment in the schools and norms of RTE Act and carry out recruitment accordingly” etc.

The Backdrop:

The BJP-IPFT led State Government took up the issue Teachers’ Recruitment issue immediately after it formed Government in the State. On March 29, 2018, the State Government wrote a letter highlighting dearth of qualified teachers and huge vacancies for Teachers’ post.

The letter said, “Extension accorded on June 18, 2012 was valid till  March 31, 2015, but as per the Judgement of the Supreme Court of India on March 29, 2017, services of 10,323 teachers (4612 Under Graduate Teachers, 4666 Graduate Teachers and 1045 Post Graduate Teachers) had come to an end on December 31, 2017. During the intervening period, the State Government had conducted requisite teachers’ examination but it could recruit only 1920 teachers under various categories. The State Government of Tripura has undertaken process of review of existing recruitment policy and adoption of modified recruitment policy”.

The State Government informed the Central Government that there were 12,222 vacancies including 6276 Under Graduate Teachers (Elementary) as on January 01, 2018. The State Government repeatedly appealed to the Teacher Recruitment Board of Tripura for selection of candidates – however, State does not have such large number of qualified candidates for existing vacancies. It may be noted here that there are only four DIETs with intake capacity of 480 and two Colleges. Under such a situation, relaxation in minimum qualification will allow appointment for teachers without B.Ed or D.L Ed.
