Ensuring Fundamental Rights of Citizens is the cornerstone of Democracy: Tripura CM

Emphasizing the importance of fundamental rights in sustaining democracy, Tripura Chief Minister Professor (Dr.) Manik Saha stated that the protection of these rights forms the cornerstone of a democratic society. He made these remarks today while addressing the International Human Rights Day celebration, organized by the Tripura Human Rights Commission at Rabindra Shatabarshiki Bhavan on Tuesday.

This year’s theme for International Human Rights Day is “Our Rights, Our Future, Rights Now.”  

Speaking as the chief guest, the Chief Minister highlighted India’s rich cultural heritage and the challenges posed by divisive forces. He said, “Our country’s civilization and culture are unparalleled globally. However, certain elements continue to undermine it through deliberate efforts. Prime Minister Narendra Modi has urged the nation to embrace the mantra of ‘Sabka Saath, Sabka Vikas.’ If we proceed with this vision, celebrations like Human Rights Day will hold greater significance.”  

The Chief Minister also reflected on the state’s human rights progress. He noted that while the Protection of Human Rights Act was enacted in 1993, the former state government failed to establish a Human Rights Commission proactively. It was only after a Supreme Court directive in 2016 that the Tripura Human Rights Commission was formed. However, he claimed that the commission initially fell short of public expectations. “The newly restructured commission is now actively addressing complaints of human rights violations and working to educate citizens about their rights and responsibilities,” he added.  

Highlighting recent legal reforms, the Chief Minister stated, “Under the visionary leadership of Prime Minister Narendra Modi, three landmark laws were introduced in 2023 to modernize the criminal justice system".

Tripura CM Fundamental Rights democracy"These laws, effective from July 1, 2024, aim to expedite judicial processes and ensure the safety of victims. They include the Indian Penal Code, 2023, the Indian Criminal Procedure Code, 2023, and the Indian Evidence Act, 2023", he commented  

He elaborated on key provisions, such as Section 173 of the Indian Criminal Procedure Code, which allows citizens to file FIRs from anywhere.

He also highlighted measures to expedite justice, including starting trials within 60 days of filing the charge sheet and delivering verdicts within 30 days of trial completion. Additionally, the laws empower police to confiscate illegally acquired property.  


Promoting Equality and Awareness : 
 
Director General of Police Amitabh Ranjan underscored the need to ensure equal rights for citizens across economic, social, and cultural domains.

“The Human Rights Commission plays a crucial role in safeguarding fundamental rights when they are violated,” he remarked.  

Chairperson of the Tripura Women’s Commission, Jharna Devbarma, emphasized that India’s progress is closely tied to prioritizing the fundamental rights of its citizens.

Justice Swapna Chandra Das, Chairman of the Tripura Human Rights Commission, highlighted the strength of Indian democracy, which lies in the protection of citizens’ fundamental rights.  

Ratan Biswas, Secretary of the Tripura Human Rights Commission, in his welcome address, mentioned that the state annually celebrates Human Rights Day with various events.

This year’s activities included drawing and essay-writing competitions to engage the public.  

The event also featured speeches by Advocate General of Tripura Shaktimoy Chakraborty and Lokayukta BK Kilikdar, who contributed valuable insights on the importance of human rights in fostering a just and equitable society.
