Lawyer’s death: Two medical officers put under suspension on the charge of negligence in duty leading to death of a young lawyer Bhaskar Debroy in Tripura

Agartala, March 12, 2020: Two medical officers of GBP Hospital, Agartala have been put under suspension on the charge of negligence in duty leading to death of a young lawyer Bhaskar Debroy in Agartala on March 8 early morning last.
According to the order passed by the Health Director, Subhasish Debbama, two doctors- Dr Debasish Paul, medical officer in-charge of trauma centre (GBP hospital in Agartala), and Dr Ronit Das, medical officer in-charge of emergency section of the hospital, have been suspended for negligence in duty on their parts. Meanwhile, a magisterial probe has already been ordered to find out if any negligence was there during the treatment. As per the preliminary report submitted by a four member ‘death audit team’, the two medical officers have been put under suspension.
Fatal accident and alleged negligence
Bhasakar met an accident while riding his motor cycle and succumbed to his injuries in the wee hours of Saturday at the hospital. Bhaskar’s mother Kankana Deb Roy alleged that her son died due to negligence of doctors. She alleged, “Despite being hit severely, no doctors attended him and he had been left crying in pain for the entire night”. As the news spread, political leaders including MP Pratima Bhowmik, senior advocate and Congress president Pijush Biswas, senior politician Subal Bhowmik and BJP MLA Sudip Roy Barman reached the hospital. Almost all the leaders voiced resentment over the issue. Congress leader Subal Bhowmik demanded a judicial inquiry into the matter.
On March 10, Chief Minister Biplab Kumar Deb visited the house of the deceased lawyer. During the Chief Minister’s interaction, the deceased’s family member alleged that there was negligence on the part of the doctor on-duty and health staff. Taking note on their statements, the Chief Minister assured of taking all necessary steps. He assured that the Government would take stern action if any negligence is proved in the magisterial probe.

Hearing a Public Interest Litigation filed by counsel Pulak Saha, a Division Bench comprising Chief Justice AA Kureshi and Justice Arindam Lodh also directed the state government to place the report of magisterial–level probe before it for its perusal. Further, the Bench asked the Police to submit the investigation report before it besides directing the Investigating Officer to remain present with papers of investigation on the next date of hearing.
