Agartala April 26, 2025: In a transformative move to improve governance and public service delivery, the Government of Tripura signed a tripartite Memorandum of Understanding (MoU) on April 25, 2025, with the Skill Development Commission and Karmayogi India.

This strategic partnership aims to empower state government employees through structured skill development and capacity-building programs, fostering a more efficient, tech-savvy, and citizen-centric administrative workforce.

The agreement marks a significant milestone in Tripura’s journey toward modernizing its public administration and enhancing service delivery for its citizens.

Landmark MoU Signing Ceremony

The Agreement signing ceremony, held in Agartala, was attended by prominent dignitaries, including Chief Secretary JK Sinha, Secretary of General Administration (P&T) Apurba Roy, Human Resource Member of Skill Development Commission Dr. R Balasubrahmaniam, Joint Secretary SP Roy, Advisor to Karmayogi India Shobhana Rana, and Assistant Professor from the State Institute of Public Administration and Rural Development (SIPARD) Arpita Chowdhury.

The event also saw participation from secretaries and senior officials across various state departments.

The agreement was formally inked by Apurba Roy on behalf of the Tripura government, Shobhana Rana for Karmayogi India, and Dr. R Balasubrahmaniam for the Skill Development Commission.

The ceremony served as a platform to highlight the shared vision of fostering professional excellence and innovation in public administration, officials opined.

Empowering Public Servants for Better Governance

The tripartite agreement is designed to introduce comprehensive training programs tailored to the needs of state government employees at all levels.

These programs will focus on equipping employees with cutting-edge skills, including proficiency in new technologies, modern administrative practices, and leadership development.

By bridging skill gaps and fostering personal and professional growth, the initiative aims to create a more responsive and efficient administrative framework.

Speaking at the event, Chief Secretary JK Sinha emphasized the transformative potential of the partnership.

He said, “This collaboration will not only enhance the professional capabilities of our employees but also strengthen the bond between public servants and the citizens they serve”.

Sinha also took pride in Tripura’s recent achievements, noting that four state officers were honored with the prestigious Prime Minister’s Excellence Award on Civil Services Day in New Delhi.

He added, this recognition reflects Tripura’s growing reputation for administrative excellence, and this MoU will further elevate our standards.

A Vision for Skill Development and Career Growth

Dr. R Balasubrahmaniam, representing the Skill Development Commission, highlighted the agreement’s role in empowering employees.

He said by upgrading their skills and introducing them to modern tools and practices, will enable employees to contribute more effectively to governance, apart from career growth.

Shobhana Rana of Karmayogi India also spoke on this occasion. Apurba Roy, Secretary of General Administration, also underscored the agreement’s potential to transform public service delivery.

A Step Toward Modern Governance

Concerned officials opined, the MoU aligns with the broader objectives of the Karmayogi Bharat initiative, which seeks to transform India’s civil services through continuous learning and capacity building.

For Tripura, this partnership is expected to yield tangible outcomes, including streamlined administrative processes, faster service delivery, and greater public satisfaction.
