Agartala, July 31: The Tripura Human Rights Commission (THRC) has taken a strong exception over inaction of West Tripura District Magistrate and other concerned authorities in addressing issues like illegal filling of water body and unauthorized construction.
The THRC headed by Chairperson Justice Arindam Lodh has issued notice to D.M. & Collector, West Tripura, Secretary, Revenue Department, the Commissioner, Agartala Municipal Corporation (AMC), the CEO, Agartala Smart City Limited (ASCL) and Chairman, State Pollution Control Board and directed the authorities to take remedial measures in the interest of the public immediately and submit the report on or before the next date 30/08/2025.
The order was passed based on a complaint dated 28/07/2025 lodged by Nikhil Debnath, President and Jayanta Bhattacharjee, Secretary of Forum for Protection of Environment and Water Bodies.
The Forum for Protection of Environment and Water Bodies in its complaint expressed dissatisfaction due to inaction of the D.M. & Collector, West Tripura despite appeals to prevent illegal activities taking place at Gol Bazar Lake (Maharajganj Bazar). According to the complaint, various representations were filed to the D.M. & Collector, West Tripura on the following points vide letter dated 27/12/2022 and another dated 07/05/2024 citing unlawful land filling and encroachment of the water body; unauthorized construction by Agartala Smart City Limited (ASCL); and arbitrary land allotments (touji) over a public water body by Agartala Municipal Corporation (AMC).
According to the complainant, no action on the part of D.M. & Collector, West Tripura District, infringes fundamental human rights of the citizen as enshrined in the Constitution of India since right of the citizen to a clean, safe and sustainable environment are affected.
The complainant also mentioned that in the RTI reply dated 14/11/2023 (against RTI), the D.M. & Collector, West Tripura District stated that no land diversion permission exists for ASCL’s activities which indicates that constructions underway are not only illegal but also unauthorized by the competent authorities.
