Agartala: The Forum of Civil Pensioners’ Association, Tripura State, organised a major convention on pension-related issues at the Muktadhara Auditorium on June 14, 2026. The programme focused on pension revision, retirement benefits and concerns linked with recent changes in pension policies.
The convention formed part of a nationwide campaign led by the National Coordination Committee of Pensioners’ Associations (NCCPA). The organisation has been raising issues affecting retired employees of central government departments, semi-government bodies and autonomous institutions.
The meeting brought together pensioners and representatives from different sections. They discussed pension security, existing benefits and the future direction of their movement.
NCCPA Raises Concerns Over Pension Framework
Addressing the convention, NCCPA Deputy Secretary General D K Debnath said pensioners across India have been carrying out sustained programmes at district, state and national levels.
He said the organisation has used different platforms to highlight pension-related demands. These include demonstrations before Parliament, meetings with Members of Parliament, submission of memorandums and communication with senior constitutional authorities.

According to Debnath, the movement represents not only central government pensioners but also retired employees from various sectors across the country.
He said pensioners have been seeking solutions to what they consider long-standing and justified concerns.
Validation Act, 2025 Becomes Major Issue
The main discussion at the convention centred around the changes introduced through the Central Government Validation Act, 2025.
The pensioners’ organisation claimed that the new provisions have created uncertainty regarding the existing pension structure. The group referred to the earlier pension framework governed by the CCS Pension Rules, 1972, which underwent several amendments over the years.
The association stated that the introduction of the Validation Act through the 2025 Finance Bill has created differences between old and new pensioners.
D K Debnath said the pensioners are concerned about the future of their benefits under the changed system.

Eighth Pay Commission Under Pensioners’ Focus
The forum also raised concerns regarding the Eighth Pay Commission.
The association said the commission has so far not taken steps regarding pension revision and related benefits for retired employees. Pensioners claimed that their concerns have not received adequate attention despite repeated appeals.
The organisation demanded that pension-related issues should receive proper consideration while reviewing government pay and benefit structures.
Nationwide Movement Continues
The pensioners’ body said nearly 69 lakh pensioners across India have been involved in the movement over the past year.
The organisation has conducted multiple programmes to press for its demands. These include awareness campaigns, demonstrations and discussions with concerned authorities.
In Tripura, the Forum of Civil Pensioners’ Association has also organised several programmes to support the national movement.
The convention in Agartala, Tripura was another step towards strengthening coordination among pensioners at the state level.
Future Strategy to Be Decided in Chennai Meeting
D K Debnath said the convention was organised to discuss the next phase of action.
He informed that the NCCPA Central Executive Committee will meet in Chennai on July 18 and 19. The meeting will finalise the future programme of the organisation.
He said the national leadership will decide the next steps after reviewing the discussions and suggestions from different states.
