October 09, 2018: The Council of the Ministers of Tripura approved the implementation of the recommendations of the Verma Committee for revision of pay and pension on extension of 7th CPC recommendation for State Government employees and pensioners today. Chaired by the Chief Minister Biplab Deb, the State cabinet held a special meeting today and examined the report submitted by the Committee.

The date of effect of the Revision of Pay shall be from October 1, 2018.

The multiplication factor in the Tripura State Pay matrix raised from 2.25 to 2.57 subject to condition.

Minimum Pay at the entry level in the New Pay matrix shall be Rs 18,000 per month for Group C employees (at par with 7th CPC recommendations) and Rs 16,000 per month for Group –D employeess of the State Government.

No change in the formula for Pay of employees recruited on fixed pay basis against formal creation of fixed pay posts by keeping in abeyance regular scale posts. Pay shall be fixed at 75 per cent of the Initial pay in the relevant level of Matrix. This will allow them to reap benefit in the same ratio as the regular employees.

For Daily and monthly Rated workers, Contingent workers, part time workers, permanent labourers  rates have been from existing 2.25 to 2.57 as in case of regular employees.

The pensions/Family Pensions of the State Government pensioners shall also be revised using the same methodology as adopted for Revision of Pay subject to Minimum pension of Rs 8000 per month to maximum pension of Rs 1, 07,450 per month.

In case of multiplication factor, 2.57, the condition mentioned that wherever the Revised Pay works out higher than the corresponding Pay as per the 7th CPC recommendations as a result of application of multiplication factor of 2.57, suitable adjustments shall be made with a view to keep parity with the 7th CPC recommendations. As a result, the multiplication factor is shall be slightly lower than 2.57 at some levels of the Tripura State Pay Matrix 2018.

Later Chief Minister Biplab Kumar Deb along with Deputy Finance Minister who is also Finance Minister Jishnu Dev Varman, Health Minister Sudip Roy Barman, Revenue Minister NC Debbarma, Education Minister Ratan Lal Nath addressed the media in the evening in civil secretariat at Agartala.

Extension of benefits of 7th CPC to State Government employees was major pre-poll promise made by the BJP – even the Union Finance Minister Arun Jaitley came down to Tripura to release vision document in which 7th CPC was a major component.

After winning Assembly polls, Biplab Deb-led BJP-IPFT government in its very first meeting, constituted a 3-member Expert Committee vide Notification dated 26th March, 2018, under chairmanship of  P. P. Varma, IAS (Recd.), Former Chief Secretary, Assam, to examine and recommend for revision of pay etc and for revision of Pensions of Pensioners, under the State Government

The Expert Committed submitted its Report on 5th October, 2018 itself, although its tenure was upto 30.11.2018. Overall, the Expert Committee recommended the best possible package for the employees/ workers/ pensioners of the State Government, after careful consideration of the position of State Finances.
