Centre justifies President’s rule in Arunachal

m3The Centre in its reply to the Supreme Court has termed its decision to impose President’s rule in Arunachal Pradesh as a correct one. The Centre has said that former Chief Minister Nabam Tuki’s Congress Government had lost its majority and that Chief Minister Tuki and former Assembly Speaker Nabam Rebia were not adhering to constitutional provisions. Taking cue from the Governor’s Report, the affidavit filed by the centre to the apex court states that there has been breakdown in the law and order in the state.

Apart from this, the Assembly session was not convened for a gap of over 6 months and this was cited as a reason for imposing President’s rule. Supreme Court on the plea filed by the Congress party and former Speaker Nabam Rebia, had issued a notice to the Centre and the Governor and asked them to file a reply by Friday. Congress in its petition challenged the President’s rule and said that despite the case pertaining to the disqualification of 14 dissident legislators pending before the apex court, the decision to impose President’s rule was taken.

Earlier, on Thursday, Governor J P Rajkhowa had submitted his entire report to the court, as per the directions of the Supreme Court. Six reports, three emails and photograph and video CDs have been submitted on behalf of the Governor. Governor in his report had talked of former Chief Minister, former Speaker and his supporters of instigating violence and using unconstitutional language against the Governor.

Governor expressed serious concern over his security and his family. The Governor in his report included the involvement of former CM Nabam Tuki with banned underground Naga outfit NSCN (Khaplang) for pressurising dissident MLAs. Congress had 47 MLAs in the 60 member Assembly, but 21 MLAs had rebelled against Nabam Tuk of whom14 were diqualified by the Speaker. This decision was stayed by the Guwahati High Court. A Petition against the Guwahati HC order is being heard by the Constitution bench of the Supreme Court.
