Aizawl: Mizoram has emerged as one of the leading Northeastern states in using international development assistance to strengthen public services and infrastructure. The state government has utilised Externally Aided Projects (EAPs) to improve healthcare, roads, agriculture, urban facilities and energy sectors.
Mizoram Chief Minister Lalduhoma highlighted the state’s achievements during a seminar on “Leveraging Externally Aided Projects (EAPs) in the North Eastern States” held in Shillong on June 19. The programme was organised by the Department of Economic Affairs under the Ministry of Finance, Government of India.

The World Bank has also supported the Aizawl-Thenzawl-Lunglei Road project, which aims to improve connectivity in the state. Meanwhile, ADB-backed road projects are strengthening transport networks, especially in border areas.
JICA Cancer Centre Targets Mizoram’s Health Challenge
Mizoram is also addressing its serious cancer burden through international cooperation. The upcoming Mizoram State Super-Specialty Cancer and Research Centre at Zemabawk is being developed with assistance from Japan International Cooperation Agency.
The project involves a ₹560-crore Official Development Assistance loan.
The specialised centre will have 210 beds and advanced medical facilities. These include PET-CT, SPECT imaging and nuclear medicine services.
The project also includes training support. Japanese experts will assist local doctors in oncology treatment, medical safety and early cancer detection.
The centre is expected to reduce the need for patients to travel outside Mizoram for specialised cancer treatment.
Agriculture and Energy Projects Add to Growth Plan
Mizoram’s externally funded projects are not limited to healthcare. The IFAD-supported FOCUS project has improved rural livelihoods.
Around 55,000 households have benefited from the programme. The project has increased income levels by nearly 43 per cent while supporting environmental conservation.
The state is also working towards energy security. The revival of the 24 MW Tuirini Hydroelectric Project with support from the New Development Bank is part of this effort.

Lalduhoma said externally aided projects provide more than financial assistance. They also bring technical knowledge and global expertise to address local challenges.

He stressed that Mizoram needs greater access to such projects to accelerate development. The Chief Minister requested an increase in the EAP ceiling available for Northeastern states.
According to him, stronger support will allow states like Mizoram to implement more impactful projects.
