Agartala May 24, 2025: Tripura Chief Minister Dr Manik Saha attended the 10th NITI Aayog Governing Council meeting chaired by Prime Minister Narendra Modi at Bharat Mandapam in New Delhi on Saturday. Addressing critical national and state-level development goals, Dr Saha highlighted Tripura’s ambitious roadmap to become a developed and future-ready state by 2047.
From congratulating the success of Operation Sindoor to unveiling strategies for economic growth, renewable energy, and industrial reforms, his speech underscored Tripura’s commitment to the vision of Viksit Bharat. Taking part in the meeting Chief Minister Dr Manik Saha at the very outset, congratulated Prime Minister Narendra Modi and the armed forces for ‘successful execution of Operation Sindoor‘. He stated, Operation Sindoor is a symbol of our strength, unity and collective resolve to protect the country. Success of the Operation Sindoor has conveyed strong commitment towards the national security and zero tolerance against terrorism.
In his speech discussing about Viksit Rajya for Viksit Bharat@2047 the Chief Minister stated that State Government has prepared Strategic Road Map to build an Unnato and Shreshtho (Developed and Great) future-ready Tripura. Elaborate exercise was carried out over last one year by consultations with the NITI Aayog, Ministry of DoNER, academic institutions, expert consultants, industry and business leaders, eminent citizens and officials.
He added, “We have identified 9 Key enablers which will support robust growth @12 percent per year over next two decades. They are strong agriculture base, high literacy, rich tourism assets, abundant natural resources, forest economy, improved infrastructure, strategic location, widening tax base and energy surplus State”.
The Chief Minister stated, the Key Enablers are supported by 5 Pillars of Governance. These are Policy Reforms, Institution Building, Capacity Building. Business Reforms and Reducing Compliance Burden and Digital Governance.

In Tripura e-Office is implemented from State Cabinet to the Gram Panchayat level. Although we have some challenges with progressive State policies, transparent administration and investor-friendly environment, we are confident of overcoming these”.
In the meeting Chief Minister said, with emphasis upon medical wellness, eco-tourism, IT, knowledge economy, resilient agriculture, rich history, cultural heritage and sports we estimate to increase our per capita income from 2300 Dollars at present to 23,000 Dollars by 2047.

In his speech discussing on Follow up Action Taken on 4th Chief Secretaries Conference, the Chief Minister stated, as per the deliberations of the 4th National conference of Chief Secretaries, we had organised district-wise sensitization meetings on the three primary pillars and six sub-themes.
Highlighting Manufacturing and Services: Creating enabling Ecosystem in Tier 2 and Tier 3 cities the Chief Minister said that in order to accelerate manufacturing and services in tier 3 city like ours, we are developing industrial infrastructure in 20 Industrial Estates. We have Tripura Industrial Investment Policy 2024 to promote manufacturing and services. We have implemented all 387 business reforms as mandated under Business Reforms Action Plan 2024.
He added, we have enacted the Tripura Jan Vishwas Act 2025. Under the guidance of Task Force on Deregulation set up in the Cabinet Secretariat, we are reducing the compliance burden in State Laws, the Local Bodies, Industrial Corporations and Utility Providing agencies. As a result, we are getting substantial investments in the Rubber, Bamboo processing, Health, Education, Data Centres, Hospitality, Business and Commerce sectors.
The Chief Minister highlighting MSME and Informal Employment said that, there are 86,117 Micro Small and Medium Enterprises (MSMEs) in Tripura. The State has strong base of 60,318 Self-Help Groups with 5,49,559 members and 94,723 Lakhpati Didis. He said, We are encouraging members of Self Help Groups to become entrepreneurs. We are pushing to transform the rural non-farm employment scene by unlocking the potential in sectors like bamboo, agarwood, rubber, spices, dairy, aquaculture, and eco-tourism.
We seek national and international collaboration and support from NITI Aayog and the Central Government in scalling these initiatives. He said, the State is committed to foster urban skilling programs and MSME development through convergence with PM Vishwakarma, PM SVANidhi and Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) schemes.
In his speech discussing on Opportunities in Green Economy: Renewable Energy, the Chief Minister stated that Tripura is committed to a robust strategy for harnessing the potential of the renewable energy with a target of achieving 90% renewable energy by 2047. Our approach emphasizes the promotion of solar energy projects through streamlined land allotment processes, viability gap funding, and increased rooftop solar adoption across residential, government, and commercial sectors.
Chief Minister said, we aim to develop bioenergy solutions tailored to local strengths, such as bamboo and forest biomass. The State has taken initiative for developing and 800 MW pump storage project towards achieving the target of renewable energy.
Highlighting Opportunities in Green Economy: Circular Economy, the Chief Minister stated, we aim to develop a State-specific Green Economy Policy Framework by adopting a whole-of-government and whole-of-society approach by inclusion of youth and women and develop a robust Green Start-Up Ecosystem.
The Chief Minister said, we are substantially investing in the development of human resources. Higher educational institutions in the fields of engineering. medical, pharmacy, nursing, vocational education are being set up by the State Government as well as with private initiatives. The Chief Minister added, the Government has established Incubation Centres in universities and colleges both general and technical to provide opportunities to youth to transform their ideas into startups and enterprises.

We are focusing on creating more ‘job creators’ than ‘job seekers. We are providing avenues and opportunities to youth in the spheres of Tourism, Sports, Culture, Film making etc. The State’s GDP growth of over 15% during the last three years has indicated that, this journey has commenced on an encouraging note.
