Samuel Felicitated in Agartala After Getting Award From PM
Agartala , Oct 6: After his remarkable recognition at the national level, Samuel Debbarma was felicitated at the behest of Tripura Chief Minister Dr Manik Saha today. Acting on CM’s directive, State BJP General Secretary Bipin Debbarma honoured Samuel with a token of appreciation, lauding his perseverance, dedication, and the pride he has brought to the state.
Notably, Samuel, the son of Prabir Debbarma and Ila Rani Debbarma from Dasaram village under Khumulwng, secured second position across India in the All India Trade Test (AITT) conducted by the Directorate General of Training (DGT) under the Ministry of Skill Development and Entrepreneurship (MSDE).
A trainee of the Mechanic Diesel Trade (2024–25 batch) at ITI Teliamura under the Khowai District of Tripura, Samuel was among the top performers who received award from Prime Minister Narendra Modi at the 4th Kaushal Deekshant Samaroh 2025, held at Vigyan Bhawan, New Delhi on October 4.
According to Minister Sudhangshu Das, who congratulated Samuel through a social media post, the young ITI trainee has been declared the Topper of the Northeast Zone under AITT 2025.
“Receiving this prestigious award from Hon’ble Prime Minister Shri Narendra Modi Ji at the 4th Kaushal Deekshant Samaroh is a testament to his hard work and a matter of great pride for our state,” the minister wrote.
Echoing the same, Bipin Debbarma and other State leaders today said, Samuel’s achievement stands as a shining example of the promise of a Skilled, Self-Reliant, and Empowered India envisioned by Prime Minister Narendra Modi.
The Kaushal Deekshant Samaroh, now in its fourth edition, celebrates the excellence and dedication of Industrial Training Institute (ITI) students across the nation.
This year, 46 All India Toppers from various trades were felicitated by the Prime Minister. The initiative, conceptualized under his guidance, aims to make skill development aspirational and align technical education with the evolving needs of modern industry.
On this occasion on October 4, the Prime Minister also launched PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs) — a ₹60,000 crore centrally sponsored scheme aimed at transforming 1,000 Government ITIs across India into modern, industry-ready training hubs.
The scheme will operate under a hub-and-spoke model, where 200 hub ITIs will serve as centres of excellence featuring advanced infrastructure, innovation and incubation centres, and placement support, while 800 spoke ITIs will extend outreach and access across the country.

In his address, Prime Minister Narendra Modi emphasized the crucial role of ITIs in shaping the nation’s skilled workforce. He said, “ITIs are not only premier institutions of industrial education, they are also the workshops of an Atmanirbhar Bharat.”
