Tripura Chief Minister Prof. Dr. Manik Saha on Tuesday announced a package of employee-focused measures, including a 3% DA DR increase, higher HRA, changes in earned-leave rules and steps to address promotion delays.

The Tripura government has announced a 3 percentage-point increase in Dearness Allowance (DA) for its employees and Dearness Relief (DR) for pensioners. The move will take the total DA/DR rate to 44% from October 1, 2026.
Chief Minister Prof. Dr. Manik Saha made the announcement at a press conference at the Secretariat on Tuesday. He also announced a higher House Rent Allowance (HRA) for regular government employees.
The HRA rate will rise from 8% to 10% of basic pay. The government has also increased the maximum HRA limit from Rs 3,000 to Rs 10,000 per month.
DA/DR hike to add Rs 300 crore annually
Dr Saha said the additional DA/DR will impose an annual financial burden of around Rs 300 crore on the state government.
The revised benefit will apply from October 1. The hike will also reduce the DA/DR gap between Tripura government employees and Central government employees to 16 percentage points.
The Chief Minister said the government had prioritised employee welfare since taking office in 2018. He pointed to several measures taken over the years to improve the salary structure and other service benefits.
The government increased the fitment factor from 2.25 to 2.57. This resulted in an increase of around 14.22% in basic pay.
The state has also revised DA and DR at different stages. Since 2022, employees and pensioners have received a cumulative 38% increase in DA/DR, Dr Saha said.
HRA rises to 10% of basic pay
The government has separately revised the HRA structure for regular employees.
The allowance will now stand at 10% of basic pay, compared with the earlier rate of 8%. The revised rate will take effect from October 1.
The government has also raised the maximum monthly HRA from Rs 3,000 to Rs 10,000.
Dr Saha said the HRA revision will involve an additional annual expenditure of Rs 141.96 crore.
He said the government would continue to take necessary steps for employees while keeping the state’s financial capacity in mind.
State plans to constitute 8th Pay Commission
The Chief Minister also addressed the issue of the 8th Pay Commission.
Dr Saha said the state government had decided to constitute a pay commission. He said future decisions would balance the interests of employees with the financial position of Tripura. He also highlighted changes in employee leave rules.

Under the revised arrangement, employees with more than 285 days but not more than 300 days of earned leave can separately preserve the next 15 days of advance leave.
The provision aims to prevent earned leave from being lost unnecessarily.
Promotion policy targets long-standing backlog
Dr Saha said the government had introduced the Promotion Policy, 2021, to address the long-standing problem of delayed promotions.
The policy provides scope for ad-hoc promotions for eligible employees.
He said a decision taken on December 1, 2025, also provides for employees who received ad-hoc promotions under the policy to receive treatment equivalent to regular promotion from the relevant date for service and retirement benefits, subject to the prescribed conditions.
33% reservation for women
The Chief Minister also highlighted the government’s decision to provide 33% reservation for women in government jobs.
He said the government had also streamlined the die-in-harness appointment system.
Dr Saha said the state had placed particular emphasis on training Tripura Civil Service officers.
Through SIPARD, officers are receiving opportunities to undergo training at institutions including the Lal Bahadur Shastri National Academy of Administration, IIM Calcutta and BIPARD.
The measures announced on Tuesday cover salary-related benefits as well as service conditions, leave, promotions, recruitment and professional training.
Tripura Finance Minister Pranajit Singha Roy was also present at the press conference.
