MPLAD fund utilisation in Tripura has emerged as the weakest in the Northeast, with all neighbouring states outperforming it in fund utilisation. The latest data also exposes wide disparities among the state’s three MPs, with Kriti Devi Debbarman recording the lowest utilisation and Rajib Bhattacharjee remaining the only MP to complete an MPLAD project.

Agartala, July 4: Tripura has emerged as the weakest-performing state in the Northeast in the utilisation of Members of Parliament Local Area Development (MPLAD) funds, according to the latest data available on the Empowered India digital platform. The state ranks 22nd among 36 States and Union Territories, placing it behind every other Northeastern state in the country.

The figures, last updated in April 2026, show that Tripura has utilised only 22.78 percent of the MPLAD funds allocated to its three Members of Parliament. The performance remains far below the national average of 74 percent, highlighting slow implementation of development projects despite substantial financial allocations.

The data also reveals that East Tripura MP Kriti Devi Debbarman has recorded the lowest MPLAD fund utilisation among Tripura’s three MPs, while West Tripura MP Biplab Kumar Deb leads the state in utilisation percentage. Rajya Sabha MP Rajib Bhattacharjee is the only parliamentarian from Tripura to complete even a single project under the scheme.

Tripura Falls Behind Every Northeastern State

The latest national ranking paints a worrying picture for Tripura. Every other Northeastern state has outperformed it in implementing MPLAD-funded development works.

Nagaland has emerged as the best-performing state in India, recording 82.3 percent utilisation of MPLAD funds. Mizoram ranks second nationally with 73.8 percent, while Meghalaya occupies the third position with 63.9 percent utilisation.

Other Northeastern states also feature prominently in the national rankings. Sikkim stands at 4th, Arunachal Pradesh at 5th, and Manipur at 6th. Assam occupies the 15th position, still significantly ahead of Tripura.

In contrast, Tripura ranks 22nd, making it the lowest-performing state in the Northeast under the MPLAD scheme.

The comparison becomes more striking when viewed against the national average. Across the country, MPs have utilised nearly three-fourths of the available MPLAD funds. Tripura, however, has managed to spend less than one-fourth of its allocation.

Only 22.78 Percent of Funds Utilised

The Central Government has sanctioned Rs 41.7 crore under the MPLAD scheme for Tripura’s three Members of Parliament.

Out of this allocation, only about Rs 9.5 crore has been utilised so far. This translates into a utilisation rate of 22.78 percent.

The slow expenditure has also affected project execution.

Nearly 100 development projects have been recommended across the three parliamentary jurisdictions. However, only one project has reached completion.

The low completion rate indicates that sanctioned funds have not translated into timely development work on the ground.

Nationally, the picture is entirely different.

According to the Empowered India portal, India has allocated Rs 703 crore under the MPLAD scheme. MPs across the country have already utilised Rs 520 crore, achieving an overall utilisation rate of 74 percent. More importantly, 4,413 development projects have already been completed nationwide.

Kriti Devi Debbarman Records the Lowest Utilisation

Among Tripura’s three MPs, East Tripura Lok Sabha MP Kriti Devi Debbarman has recorded the lowest utilisation of MPLAD funds.

She received an allocation of Rs 14.7 crore under the scheme. However, only Rs 1.9 crore has been spent so far, resulting in a utilisation rate of just 12.67 percent.

The project completion record is equally poor.

Her constituency has recommended 49 development projects, yet none of them has been completed according to the latest data collected by the Enewstime Desk.

Her performance places her at the bottom among the three parliamentarians representing Tripura.

Biplab Kumar Deb Leads Tripura MPs

Former Chief Minister and West Tripura Lok Sabha MP Biplab Kumar Deb has recorded the highest fund utilisation among the state’s MPs.ย 

He has received Rs 14.7 crore under the MPLAD scheme and has utilised approximately Rs 4.6 crore, resulting in a utilisation rate of 31.12 percent.

His constituency has recommended 29 projects.

However, despite leading the state in fund utilisation, none of the recommended projects has been completed so far.

Rajib Bhattacharjee Completes the Only Project

Rajya Sabha MP Rajib Bhattacharjee ranks second in Tripura in terms of MPLAD fund utilisation.

He has received Rs 12.3 crore under the scheme and has spent around Rs 3.5 crore, representing 24.92 percent utilisation.

His jurisdiction has recommended 56 projects.

Unlike the two Lok Sabha MPs, Rajib Bhattacharjee has succeeded in completing one project, making him the only parliamentarian from Tripura to register completed MPLAD work.

The ranking shows a considerable gap between the state’s best-performing MP and the national average. Even the highest utilisation recorded by a Tripura MP remains well below the country’s overall utilisation rate of 74 percent.

Slow Execution Raises Questions

The MPLAD Scheme allows Members of Parliament to recommend development works that address local infrastructure and community needs. Timely utilisation of funds plays a crucial role in delivering public assets such as roads, drinking water facilities, educational infrastructure, healthcare facilities and community buildings.

The latest figures indicate that Tripura has struggled not only to utilise the available funds but also to convert approved projects into completed works.

With just one completed project out of nearly 100 recommended works, the state’s implementation record remains among the weakest in the country.

The data also highlights a significant regional contrast. While several Northeastern states have secured places among the top six performers nationally, Tripura continues to lag behind both the national average and its regional neighbours in MPLAD implementation.
