Agartala, August 05: Officers and employees of Tripura Gramin Bank have launched a united campaign for institutional reforms, marking a new chapter in employee representation within the state’s largest regional rural bank. The Tripura Gramin Bank Officers Federation and the Tripura Gramin Bank Employees Federation on Tuesday jointly announced a five-point charter of demands that focuses on human resource policies, employee welfare and administrative reforms.

The announcement came during a joint press conference at the bank’s Head Office in Agartala. Leaders of both federations also unveiled the programme for their first-ever joint conference, scheduled to take place in the city on August 8 and 9.

The move signals growing coordination between officers and employees on issues they believe affect both workplace efficiency and the long-term institutional strength of the bank.

First Joint Conference Reflects Unified Employee Platform

The upcoming conference will be held at Hotel Sonar Tori in Agartala from 5 pm on both days. Federation leaders have invited all officers and employees of Tripura Gramin Bank to attend the open session on August 8.

Chairperson of the two federations, Biplab Saha, attended the press conference along with Officers Federation President David Debbarma, General Secretary Tamal Debnath, Employees Federation President Anwesha Das and General Secretary Souvik Nag.

Speaking to reporters, federation spokesperson Tamal Debnath said the joint conference aims to provide a common platform for discussing issues affecting employees and the future functioning of the bank.

Five-Point Charter Seeks Institutional Reforms

The federations released a five-point charter ahead of the conference. They described the demands as practical measures to improve employee welfare and strengthen institutional governance.

The first demand calls for the immediate implementation of all pending financial and non-financial benefits under the Ninth Joint Note and the Twelfth Bipartite Settlement. According to the federations, employees have been waiting for these entitlements despite policy provisions already being in place.

The second demand seeks benefit parity with the sponsor bank. The federations urged the management to extend allowances, special benefits and employee welfare schemes to Tripura Gramin Bank staff on the same lines as those available to employees of the sponsor bank.

Demand for Independent Identity and Fair HR Practices

The charter also focuses on preserving the independent character of Tripura Gramin Bank.

The federations have opposed the practice of deputing employees from the sponsor bank, arguing that such arrangements do not align with the provisions of the Regional Rural Banks Act. They stressed that the bank should continue to function with its own institutional identity and develop its workforce through internal recruitment and promotion.

Employee representatives believe strengthening the bank’s independent administrative structure will contribute to better organisational stability and accountability.

Recruitment and Transfer Policy Under Spotlight

Human resource management forms another major component of the charter.

The federations have demanded immediate recruitment to all vacant Office Assistant posts. They said filling vacancies would reduce workload on existing staff and improve customer service across the bank’s branch network.

They also called for an early revision of the existing transfer policy. According to the charter, the revised policy should follow the guidelines issued by the Department of Financial Services while ensuring transparency, fairness and a humane approach in employee transfers.

The federations argued that a balanced transfer policy would improve employee morale and support smoother administration.

Leaders Hope for Constructive Dialogue

Federation leaders said officers and employees have served Tripura Gramin Bank with commitment and professionalism for many years. They expressed confidence that the management would consider their demands positively.

They also hoped that constructive discussions between the bank authorities and employee representatives would help resolve long-pending issues without confrontation.

The leaders said the upcoming joint conference would provide an opportunity to build consensus on reforms that support both employee welfare and institutional development.

The coordinated initiative by both federations represents a notable development in the bank’s employee relations. While the immediate focus remains on the five-point charter, the broader message is a call for transparent governance, equitable human resource policies and a stronger institutional framework for Tripura Gramin Bank as it continues to serve rural communities across the state.
