Agartala May 3: The Panchayati Raj system is a cornerstone of India’s rural governance, playing a pivotal role in the nation’s overall development. Tripura’s Panchayati Raj system has earned a distinguished position among states, with its efforts recently recognized at the national level, said Tripura Chief Minister Dr Manik Saha.
The Chief Minister also pointed out Gomati District and Ganganagar Block of Dhalai District received the Prime Minister’s Award for Excellence in Public Administration 2024.
Tripura has also secured seven National Panchayati Raj Awards for exemplary work at the panchayat level. Among the country’s approximately 2.5 lakh panchayats, Tripura’s panchayats have stood out due to their integrity, dedication, adherence to regulations, and transparency. This collective achievement reflects the state’s progress in the right direction.

Inaugurating the state-level Panchayati Raj Day celebration at the Gram Swaraj Bhawan, State Panchayat Resource Centre in Arundhutinagar on Saturday, Dr Saha emphasized the significance of the Panchayati Raj system as a vital pillar of rural governance.
He noted that it strengthens democracy by directly involving local communities in planning developmental initiatives, such as healthcare, education, drinking water, and road infrastructure.
Since assuming office in 2014, Prime Minister Narendra Modi has prioritized rural development, asserting that the progress of villages is essential for the holistic growth of the state and nation.
Highlighting infrastructure advancements, the Chief Minister revealed that over the past two years, 44 new panchayat buildings, four District Panchayat Resource Centres, and eight Panchayat Learning Centres have been established.
Efforts are underway to elevate 15 panchayats and 25 institutions to international ISO standards.
The state has embraced digital transformation, with e-office systems, online transactions, and UPI payment facilities operational in every panchayat, promoting transparency and accountability.
The ‘Amar Sarkar’ portal, designed to address public grievances, has earned praise from Prime Minister Modi.
Additionally, the Chief Minister’s Model Village Scheme is supporting the development of model panchayats.
According to the Central Government’s Panchayat Devolution Index, Tripura ranks seventh nationally, a significant improvement from its 13th position in 2015.
Furthermore, 3.6% of the state’s panchayats are classified under the A-category in the Panchayat Development Index.
To enhance efficiency, training programs are being conducted for panchayat representatives and staff, focusing on skill development, scientific planning, and sustainable asset creation.
The Chief Minister urged representatives to adopt a coordinated approach and follow a clear roadmap to further elevate the panchayat system.

In the recent budget, provisions have been made to strengthen 3,500 self-help groups (SHGs) with a revolving fund and provide 4,500 SHGs with a Community Investment Fund.
Under the RGSA scheme, Rs. 2 crore has been allocated to establish a District Panchayat Resource Centre in West Tripura District.
Plans are also in place to construct one Panchayat Learning Centre in each of the state’s 27 panchayats and build 61 new panchayat buildings.
The event was attended by district presidents from all eight districts of Tripura. Professor Nalini Prabha Tripathi, Director of the Indian Institute of Management (IIM) Shillong, delivered a speech, while Abhishek Singh, Secretary of the Rural Development (Panchayat) Department, gave the welcome address. Prasoon De, Director of the department, presented the vote of thanks.

A Memorandum of Understanding (MoU) on training was signed between the Panchayat Department and IIM Shillong, with the agreement formalized by the IIM Director and the Secretary of the Rural Development (Panchayat) Department.
During the ceremony, the Chief Minister and guests unveiled the smart office of the State Panchayat Resource Centre, the monthly magazine Gramin Srijan, and the cover of the department’s annual publication.
