In a shocking incident, an Assistant Headmaster has been found guilty of fund misappropriation and has been removed from service. The order to this end was issued on December 10, 2020 and took effect from that date. The teacher in contention is Paban Kumar Debbarma who was working as an Assist HM of Khowai Government HS +2 School. He hails from Pradmabil village under Khowai.
Paban Kumar Debbarma was charge-sheeted under Rule 14 of the CCS (CC&A) Rules, 1965 for misappropriation of Government money on January 20, 2012. At that time, Paban Kumar was posted in Brajendranagar HS School Dharmanagar in North Tripura.
In his defence, Paban Kumar submitted his written statement on February 13, 2012 wherein he denied the charge brought against him. He was also given an opportunity for personnel hearing. Later the matter was transferred to the Inquiring Authority for a formal enquiry.
After completing formalities, on December 2020, Saumya Gupta issued an order saying that “considering the gravity of the case which involves misappropriation of public money to the tune of Rs 13,33,241 going through the records in file, the undersigned (here Saumya Gupta, IAS) is of the opinion that this conduct is not befitting a post which can create deep impressions on innocent minds of students. Thus considering the facts and circumstances and on application of mind, the undersigned hereby imposes the major penalty of ‘removal from service which shall not be a disqualification for future employment under the Government’ upon Shri Paban Kr Debbarma, Assistant Headmaster”.
